Jose Buenaventura Flores I remember when I was a law student in FEU,Dean Bacungan would first require us to argue in favor of one side of the controversy, to argue exhaustively , and in the succeeding question would require us to justify the opposing position, to develop our reasoning power, is Atty Roque being required to take inconsistent positions?There used to be such things as Saving Clause and Partial Unconstitutionality as an antidote to Riders and Logrolling
